How It's Regulated

Three layers, not one certificate.

IRATA was formed in 1987 partly because existing legislation at the time didn't cover rope access techniques. Since then it has worked with the UK's Health and Safety Executive to build a regulatory system with three distinct layers, all of which have to hold for a job to be genuinely safe.

The technician

Trained and independently assessed under IRATA's Training, Assessment and Certification Scheme (TACS), logged and re-validated every three years.

The job

Every operation requires a site-specific method statement and risk assessment identifying the hazards of that task, plus a Level 3 supervisor responsible for the rescue plan.

The company

Every IRATA member company is itself audited — technical competence and quality-assurance management — as a condition of membership, not a one-off sign-up.

The Core Principle

No single point of failure.

The feature that defines rope access as a method — as opposed to simply climbing on a rope — is redundancy. A technician is always connected to two independent systems: a working line that takes their weight while they move and work, and a separate backup safety line fitted with its own fall-arrest device. If one system were to fail, the other holds. This principle, combined with the method statement and supervision requirements above, is what IRATA credits for the industry's low documented accident rate relative to other access methods.
